Analysis Of The Economics Of The Transition Period Rent-seeking Problem

"Rent-seeking" is a kind of economic phenomenon produced by government's interference . Since the market economy was out of order after the Second World War, almost all the developed countries strengthened their interferences in the economy; the developing countries, in order to accelerate their economic development, interfered in the market economy even more intensively. The intervention of the government had created an unequal competition environment, making some people enjoy the rent and limit the market's function, called" the invisible foot goes to step on invisible hands". It causes great waste of social resources. In the transition from planned economy to market economy system, our country has taken a reforming way from top to bottom in which the government occupied the leading position. The government's excessive interference, "power-money deal", imperfect market system and implementing the legal norm loosely, resulted in a large amount of "rent seeking" behaviors breeding and spreading. These hindered the process of marketization, degenerated the social ethos, consume valuable social resources.There are different characteristics of "rent seeking" behavior under transformation period and market economy. This text bases on the reality in Chinese transformation period, using "rent seeking" theory of western economics and economics theory of transition in our country, to ascertain the reasons and the form of expression of "rent seeking" behavior preliminary, and put forward some administration countermeasures.This paper can be divided into five parts:The first part of the article introduces the concept and classification of "rent seeking" and the generation and development of the theory .The second part of article puts up a theory frame that analyses the "rent seeking" behavior under transformation period. It includes hypothesis, method andtheory of analyze .The third part of the article analyzes the "rent seeking" behavior under Chinese transformation period in economic ways, including practical analysis of reasons of "rent seeking" behavior and standard analysis of "rent seeking" scope and cost . estimation.The fourth part of article takes the stock market of our country as an example. Analyze the current situation and reasons of "rent seeking" in stock market actually .The fifth part of article shows the harms caused by "rent seeking" behavior under Chinese transformation period and puts forward some constructive countermeasures .
