The township government is the end point of the regime system, The performance of rural government directly affects the reputation and credibility of the government. However,the salary system is not standardized in township government management system. The unscientific performance appraisal lead to salary equalization and it miss the incentives hard work, It’s seriously affecting the service-oriented government building.This paper based on salary management,job management and performance management theory,especially analyzes the status of Y town government salary management, analysis of the problem of salary management and performance appraisal system, proposed post and performance-based compensation system to improve current salary system. In the new salary system, salary will be divided into fixed salary and variable bonus, the bonus is related with post and performance. First, this paper introduce broadband salary system and with the job evaluation system to make sure the post cluster and the position floating range of it. Second, combined BSC and KPI to improve the performance appraisal system, the new system is divided the performance evaluation index into departments and individuals, through the departments and individuals performance results formed performance factor. Finally, with the "post performance salary coefficient base* post factor* Performance factor" to determining variable salary. And then adjust the post next year with the result of performance appraisal to widen the staff promotion channels.This new system closely integrated personal position,departmental performance,individual performance and organization’s goals,to achieve a fair distribution of remuneration to enhance the enthusiasm of the staff,while promoting a service-oriented government building. Although this system is based on the actual circumstances of Y town government,as the universality of its theory,the system also have a certain reference to township government agencies.
