The Experts In Politics Of National Government Operations

In the 1930's, Guomin government gave a limited opening to the society in order to enhance its defense power, developing economy and replying social demand of democracy. A group of expert, scholar and famous people entered the government. Thus, a technocracy trend formed during Nanjing decade. The Resource Committee (TRC) became a very famous organization for technocracy. It made outstanding remarks in developing Chinese economy by controlling a large part of petroleum, mental mining, iron, electricity, coal, mechanic producing factories in recent Chinese history. It gives a good basement for industry development for People's Republic of China.The articles about TRC have becoming more and more in recent years, but these articles pay more attention to its economy and history value, no one studied it in a management of administrative angle. In fact, TRC firstly is a government administration organization as a central government firm. So many experts in TRC took part in Guomin government administration in many fields such as finance renovating, diplomacy, education, justice and economy, their scientific and rational spirit would absolutely affected government's running.This article mainly uses the theory of administration to analyze the model case of TRC.
