Since the end of1998, our government has built up five levels of administrativedivisions from low to high--the township, the county, the prefectural, the provincialand the central. For those five administrative levels, civil servants,who is closest tothe local people, of the county which is the lowest, are the main watchdogs to keepthe local society stable. But the rapid developing of modern society force thegovernment to execute the reform of human resource management of civil servantsurgently. Based on this reality, the author of this paper choose her working unit--thegovernment of Xiditou town, Beichen district, Tianjin municipality--as her researchobject, trying to illustrate those defects of human resource management of civilservants systematically and then analyze the causes. In order to enhance themanagements and police-makings, the writer will also give pertinent suggestions.On the basis of the author’s first-hand information engaged in her personnelworking, with a series of scientific research methods, such as--data charts, logicalanalysis, social survey and so on, this article will clarify research ideas, givetheoretical basis, set out the existence of the problems, research solutions and forwardreasonable proposals.Chapter I is the introduction.In this chapter the author explains the backgroundand value of the themes of this article, research contents and methods, and relatedresearches.Chapter II is about human-source-management-related concepts and theoriesabout the government. In this chapter, the author sums up abouthuman-source-management-related concepts about the government and illustrate thedeveloping history of human resource management system of foreign governments.Chapter III is about the current development of the human resource managementof our government. In this chapter, in view of current situation, government itself,development of its four aspects, established build-ups and standing issues arediscussed.Chapter IV is about the empirical analysis of current civil servants’ managementof Tiditou County Government. In this chapter it describes the basic situation of the civil servants of Xiditou County Government and its current management. On thestrength of the scientific human resource management processing, it analyzes theexisting problems and the causes in the execution of civil servants management inXiditou County Government.Chapter V is about the exploration of the specific strategies to improve the civilservants’ management in Xiditou County Government. In this chapter, referring to thescientific human resource management, it gives suggestion to each of the existingproblem of the human resource management discussed above,in Xiditou CountyGovernment.The conclusion recalls the main concepts of this article, summarizes thestrategies to complete the civil servants’ management in Xiditou County Governmentand the unavoidable defects of this article, and puts forward the possible research directions inthe future.
