Sino-us Relations, Energy Security Perspective

Energy is the indispensable motive resources of the modern society.As the important component of national security, energy security is theimportant insurance of the economic security and national defense securityand social safety of a country. As to China and the United States, Chinais the biggest developing country, U.S.A. is the strongest country withthe comprehensive strength in the world, the common reliance and demandof the petroleum which have caused the contention of oil gas resourcesworldwide is unavoidable between the two countries, and have stronginfluence on the bilateral relations between China and America as well asthe modern international relations.In the first part, the article firstly analyses the meaning of energysecurity and its strategic importance in modern society's development. Thenit points out the cause of the international energy security problem thatnowadays mainly arises from the differences between the distribution ofgeology and area of consumption of the world oil gas resources, thecontradiction between the limited and non-renewable oil gas resource andthe limitless consumption, the divergent growth of the economy andenergy-consuming of various countries,and the turbulence caused by unequaldevelopment of international political economy. Finally, this articleelaborates the influence of energy security on the modern internationalrelations, which display that the energy is not only the important targetin modern international political competition, but also the important meansto achieve the political target in international politics. In the struggleof energy, the energy directly or indirectly propels the change of theinternational political-economic structure.The second part analyzes that these two countries cannot avoid contending foroil-gas in terms of geo-politics and geo-economics and the level of depending on energyfirstly. Then examines roundly the competition between China and the UnitedStates for their own energy interests in several main oil gas producingareas in the world nowadays. Finally, this thesis expounds the enormouscommon interests and the concrete cooperation in the energy field betweenChina and the United States. The energy cooperation can realize Two Win,i.e. win in politics security, win in economic security, win inenvironmental protection and also can reach Common Win that promote thesteady situation of energy market in the world.In the third part, the article analyzes the influence of energy on therelations between China and America. America regards energy as thestrategic tools of containing China, furthermore, it becomes the importantelement which leads to the friction and conflict in the bilateral relations betweenChina and America. To America, though the energy can't become the effectivetools of containing China, if regard it as the " static nuclear weapons", its deterrent and diversionary effect on China still can't be ignored.America will continue to strengthen the cooperation with China with theheart of the prevention against China, so contact and corporation will bea mainstream in these two countries. In this process the energy mainly playsthe role of the bridge between Chinese and America, it will still continueto be the tool in order to contain China.As to China, it should initiatively strengthen intercommunion andcoordination with America in the energy field through the effectivecommunication regime to enhance trust and reduce misconception and makethe energy become the bridge of favorable interaction between China andAmerica in order to promote comprehensive corporation from the practical andoperational aspect and strengthen the energy security of the two countries.On this foundation these two countries will progressively deepen mutualtrust and cooperation.Then, it analyzes the significant influence on the internationalrelations from the energy competition between China and America. Concerningpetroliferous countries, the action that both countries actively improveand strengthen relations with them is favorable for their economydevelopment and society stability, but the competition for oil gasresources between the two countries made their country's politics andeconomy as well as the foreign strategy have undergone challenges and test.Moreover, the competition also provokes the energy game among the powerfulcountries for the oil-gas.To the countries demanding a great deal of energy in Asia area, thecompetition for oil-gas resources between the two countries has acceleratedChina's energy corporation with India and made the energy coordination inEast Asia influenced as well as urged China to develop the more friendlyconnections with the ASEAN members and explore the effective ways to solvethe dispute of the South China Sea with the peripheral concerning countries.With the nervous trend of the world energy supply, China and Americashould set out from the strategic angle, strengthen cooperation, stabilizethe energy market in the world and promote the countries all over the worldto move towards the peace, orderly, prosperous developing road.
