Corruption is a tremendous threat to the social economic development and the political stabilize in a country. It not only breaks excellent allocation of resources, causes the waste of the society wealth, and affects the development of the economy, but also damages the social equity and justice, causing depravation of the social values. The factors that affect the occurrence of the corrupt behavior involve many aspects. Currently the academic circle has already studied the corruption from the each aspect, such as: making use of the research methods and results of the sociology, economics, politics, criminology etc. to analyze the corruption. But the recessive mentality of corruptive people has its internal solidity. Therefore, this paper, from the aspect of the mental mechanism, which causes the corrupt behavior of officials, carries on the initial study on the subjective mentality to the occurrence of corruption.From the psychological aspect, the paper puts forward the inside mechanism of the officials who corrupt, basing on analyzing the mental mechanism of the occurrence of behavior. The inside mechanism is a process in which the corrupt people create demands continuously in their practice activity. Ultimately these demands will become corrupt behavior under the influence of the degenerate exterior environment. The great importance will be attached on two main factors, exterior environment and the subjectivity of the officials, to analyze the reason of corrupt mental mechanism. Then the paper proposes some measures to prevent the occurrence of the mental mechanism. The paper stands for that we only cut off one or several conditions among occurrence chain of the corrupt behavior, including material condition, mental condition and opportunity condition, the occurrence of the corrupt mental mechanism can be restrained. Therefore, we must control the exterior material condition, including politics, economy, and culture in our society, and make them set up the right demand view, philosophy of life and the view of value by strengthening healthy mental education to leaders, Meanwhile we also should restrain the occurrence of the corrupt opportunities by improving our system.
