Local Government Crisis Management System

Facing the crises emerged in society, governments of all hierarchies act as the main force when running the crisis events. Local governments play crucial role about the administration of public emergencies. And, to work out public crisis efficiently and timely has been the great challenge being faced with local governments. For the transforming China, local governments are in the process of transformation from the almight-government to the limited-government, from the rule-type government to service-type government. But both the theory and the practice are not mature or perfect enough in our country, especially the study and administration of emergent crises in the scope of public business did by local government are still relatively laggard. Not only lacking the mechanism of governmental administration and harmonization which can start up rapidly and the mechanism of evaluation of crises-government-effect, but lacking crisis-awareness by governmental officials of all hierarchies and lacking the effectual ways, the hard mental making and the ability to run the crises. So, as well as studying the advanced crisis-administration experiences of western countries, our local governments should also avoid their lessons to make up the limitation existing in our crisis-administration system and find out new thoughts and methods to perfect the crisis-administration mechanism of local government. That is very important to local governments to enhance their ability of preventing and handling public emergencies, to fulfill their function comprehensively and to construct socialistic harmony society.This thesis consists of five parts: the first part in about to narrate the basic theories of crisis and governmental crisis administration, the second parties about to analyze the status quo of crisis-government system of Chinese local government, the third part is about to narrate the lessons of crisis administration of Chinese local government, and take the SARS crisis as an example, the forth part is about the experiences of construction of crisis-administration system in advanced countries, the fifth part is about the advices to construct the crisis-administration system of Chinese local government.
