From The "revolutionary Party" To The "ruling Party"

Nowadays, the political Party is becoming an indispensable, special force and tool in the core part of political system of most countries. The influence extends to every aspects of the country and society. But as power has the traits of boundless expansion and corrodibility and the leader's level of recognition and moral standards are not perfect, the ruling Party seems to generate corruption easily because of the corrosion of power. Thus, how to adminstrate the country effectively becomes the major issue that any Party faces, and it is also a worldwide difficult problem.Due to the complexity of the situations of different political Parties in the worldwide scope, this article only focuses on the Communist Party of the Soviet Union, the PRI, India's National Congress Party and the CPC. When these Parties transformed from revolutionary Parties to ruling Parties, what happened to the ruling ideas, intergration of interests, construction of public authority, Party construction and so on. With the research of those aspects and analyzing the experiences and lessons, the author puts forward some thoughts on how to enhance the abilities of administration according to the new situation of the world, country and the Party.
