The essence and the core goal of socialism harmonious society is to properly process various aspects of benefit relations. And the stable harmonious labor relation is an important cornerstone of its success. Based on property right and value assignmen(?), labor relation between labor force owner, capital owner and manager is essentially labor management relation. The socialism harmonious labor management relation is the economic interest relations on the base of unification of opposites, reciprocal and mutual benefit, and also is the strategic partnership between labor, capital owner and manager. It displays four characteristics as follows, marketable allocation of resources; multiple relation types; contracting relationship; legal regulations. Presently, labor management relation in our country complicates day by day, and the labor conflict intensifies. Labor protection laws and regulations are not perfect, workers lack expression methods of its bene(?)its; government management functions are dislocated; labor union is administrative; etc. It is important to point that labor union fails to display the functions of participation, communication, coordination and link promotion in the construction of socialism harmonious labor management relation. It relates to both the external environment of labor union development and the intrinsic factors of labor union such as inaccurate localization of function, weak power and insufficient coverage of the organization. Therefore, in order to full display the functions of labor union in the construction of harmonious labor management relation, it is essential to strengthen labor union work by omni-directional construction of environment, idea, system, and organization.
