From "agriculture" To "agriculture"

After the promulgation and enforcement of the 《villagers-committee constitutive law(implementation)》 in 1987 ,the government of the basic unit society of China has become the focus of Academic circles. At present, there exists one common problem about the research on the village administration, that is, many researchers take the traditional village modality as their objects of study. It seems that the common appearance of Non-agriculture villages doesn't belong to their line of perspectives. Few of the subsistent research are more apt to describe the problem while not analyses the reasons profoundly." Villages in city" seems a temporary phenomenon superficially. However, if we are to arrange Chinese villages according to the variable of Urbanization, it's obvious to find "villages in town" is the last loop in the process of urbanization. Not only does it have all the contradictions of traditional villages ,but also includes the newly appearing contradictions and conflicts during cities' inrush.To improve the administrative research of countryside community and ponder the future tendency of basic unit society over, the author will locate the research topic as "the research on government mechanism of countryside community in urbanization" and concentrate on Baoshan village which lies between the forth and the fifth ring of Beijing suburb asthe object of study. Moreover, Baoshan village is a typical village in the Non-agriculture periods. Besides, the author has made use of the "process—events" method, observing the administrative actualities in terms of the focus incidents in villages in the course of urbanization. The author also finds that most "villages in town" have entered the process of urbanization passively, namely, cities have been playing a mighty role in the vicissitude of villages. Some villages surrounding cities, such as Baoshan village are more likely to be affected by city policies than any other villages, from villages at the beginning of liberation to "Vegetable basket" in the commune periods, then to the "villages in town" in the "Green oxygen house" periods, cities' overall plan and the homologous policies have made impacts on each change of villages. Nevertheless, villages are not always completely passive because of villagers' resistant attitudes to the relocation campaigns. While cities' reflections on villagers' resistant behaviors are to empty village committee by means of controlling economic authority, then arrange villagers into township corporations, weakening villagers' agglomeration; Finally, interference directly, being stationed police office exclusively. It has caused many characteristics, such as the main body's multiplication and complication etc. As to Baoshan village the present administrative system is no longer suitable to specific situations. However, how to innovate is not a simple "removing villages and changing systems"policy that it can solve. Baoshan village reforms are still in march.Main contents included:Part one: Elaborate the selected topic's backgrounds\meanings\present research situations\relevant concepts\mainly theoretical frameworks and research methods.Part two: on the basis of village history review, I analyses the reason that commune system exists so long time in traditional village. Analysis finds that, centralization of state power organization erects and the village full of tender affection combines each other having composed the basis there existing in commune and maintaining.Part three: Hackle Beijing city's expansion process lengthways and elaborate city's expansion's impacts on villages and the different characteristics between Baoshan village and the other traditional villages. The effect finding that in analysis, since accepting urbanization and country system, baoshan Village's govern mechanism beginning to diversify the trend beginning to appear with complication, the village unit-rization. As for the baoshan Village, now available rural area governs system already having unsuitable, the future trend of village is as before perplexed.Part four: Summarize the whole article. Elaborate my own thoughts on country and society's theoretical frameworks' compatibility in the research of village politics in China.
