Problems And Countermeasures Research Of Rural Urbanization Community Construction

Abstract:Urbanization community is a new combining site of the new rural construction and the rural urbanization, it’s a new platform of the new rural construction and a more reasonable starting point of the rural urbanization. Urbanization community plays a gathering effect, by equipping the rural with small growth poles, it can promote rural industrialization and agricultural modernization, can promote coordinated development of urban and rural plan as a whole. Urbanization community is required to realize the change of rural community management form and the transformation of economic structure. The connotation of urbanization community determines the rural community construction of urbanization must have the following six elements:reasonable construction plan, perfect infrastructure, development of agricultural industrialization and the non-agricultural industries, promotion of social service, democratic autonomy.There are following troubles in the construction of urbanization in rural community of practice:firstly, the community construction planning is not effective. There is a deviation in construction planning and orientation, the community gathering effect can’t play the role. Secondly, the community infrastructure is inferior to that in urban. Agricultural infrastructure, health and education facility is in lack, infrastructure development between various components of structure is not reasonable. Thirdly, social service system is not perfect. The social service content is not comprehensive and the mechanism is not sound, the social security level is low and the service subject is single. Fourthly, the community industry is not developed well. Agricultural production is difficult to be intensive, the safeguard mechanism of industrialization is undound, industrial enterprises development lack of power and the survival soil of the third industry is not immature. Lastly, the autonomy function of community residents is insufficient. Community residents are lack of enthusiasm of political participation, development of self-organized organization is lack of good policy environment and financial support.Faced with current construction situation, in order to perfect our country rural community construction of urbanization practice, systematic countermeasures from multiple angles should be taken. Firstly, the planning and layout of the community should be unified, the government should take multiple method to make a reasonable central village location, realize the intensive utilization of land, promote ecological agriculture, improve the community environment regulation and supervision system. Secondly, the government should improve the community public service system, expand the scope, improve the quality, diversify the principal, and develop community self-organization. Thirdly, make the community industry developed coordinately, according to different regional characteristics, using multiple forms to support the industrialized operation of agriculture, integrate regional resources and take advantage of features to develop non-agricultural industries. Fourthly, integrate diversified financing channels and social fund, give play to social forces to establish diversified financing and investment mechanism. Lastly, strengthen community talent team construction, improve the quality of the cadres at the grass-roots level by training, set up "two retention" mechanism to absorb and retain talents for community development.
