| Along with the development of economic globalization in the world, governments in all countries for the developments which adapt society and history that all be carrying on government management reform constantly. Nowadays in China, constructing service government also is the inevitable choice in the Chinese government management reform, and become the focus that social public pays attention. Carrying through an implementation science development view completely currently, turning an administration management system reform and speeding the construction of service government, have already become the consensus of national theories field.The construction of China's service government has already obtained a certain result, but, for the construction of service government, we not only wants to research what kind of "service government" we need construct going up from the theories, and how to construct "service government", more important is studying how to advance service government construct better in China, and how to carry on a creative construction, this is the key place that our country carries on the service government construction.
