| Public sphere, a theoretical description of the forming process of public opinion, is a field domain and mechanism between nation and society that permits free dialogue, public contact, open opinion expressing by means of gathering, association and media. With the developing of internet technology in our country, virtual community appears through social association in internet communication. People express opinion freely in virtual community. The simulation, transformation even the expressing itself formed all sorts of personal or collective action in real world, thus caused the transition of internet from a information processing, conducting and influential mechanism to a consensus spreading system, and changed people's narrative structure and reorganization. As a new free talk, public association and opinion expressing field domain, china's internet public sphere germinates and grows with the advancing of internet technology. Internet public sphere is a brand new public sphere formed on the basis of internet and media technology which developed from paper, television and broadcasting to internet media. China's internet public sphere has distinct features: up to now it's still in forming stage; under Chinese Communist Party's leadership from the beginning; democratically enthusiasm and discussion spirit that beyond reality; all the time, it's a public opinion communicating platform involved in rational and irrational, reality and virtual conflict.The process from internet public sphere to practice manifests internet's political implication in rebuilding of public life: in the procedure of praising rational and criticism spirit, internet public sphere set legality on "demasking" on the basis of rational and criticism; at the same time, sovereign concept used to main maximum and superlative internally and externally, now it starts to be influenced and restricted both inside and outside; it weakened the controlling power of nation, government, community and family on individual and accelerated growing of personal autonomy and established technological and democratical ground for the challenge of individual against authority. The rising of internet public sphere requests a clearer limit between nation and society and set a firm ground to rebuild administrative process under new conditions: while reshaping legality and public authority, it framed a multi-center authority structure, requested to changed irrational competition between authorities to rational negotiation for better administration reach collaboration and joint governing; after forming independent and autonomous bit-field, internet virtual community exceeded it's own border and spread its influence on other authority bit-field and represented as deconstruction of traditional bureaucratic principle and proposal of democratic administration principle; it supplies a new communication-action model which affects governing procedure and increases the speed of forming virtual government; it advances individual power endowing, weakens traditional authoritity's influence and created opinion expressing subject's competition even monopoly opportunities which requests to innovate public administration mechanism and reduce internet extremist's harm to the lowest degree through active and effective governing mechanism; internet supplies supporting technology for internet public sphere's surpassing sovereignty order and developing into worldwide opinion expressing platform, it also induced the changing of international governing structure and the forecast of cosmopolitism governance ideology which may be regarded as the future model of democracy: once public sphere reestablished through internet, all forecasts concerning public sphere has to be treated in the interest of cosmopolitanism.The main part of this thesis is consisted of four parts. In the first part, general analysis on public sphere is given with the emphasis on connotation, denotation and essence of public sphere. Patterns and mechanism, structure and feature, disappearing and reconstructing and its theoretical relationship with governance of public sphere have been analyzed as well. In the second part, on the basis of retrospection about traditional form of Chinese public sphere, experimental research method is applied to investigate development of internet technology and formation of virtual community. The process of autonomous bit-field to internet public space has been emphasized in accompany with investigation on the rising process of Chinese public sphere. Furthermore, structure and characteristic of Chinese internet public sphere are concluded. And in the third part, related analytic frameworks on politics are revised to study basic categories in politic lives, such as validity, sovereignty, public authority, which have been changing in the rising process of internet public sphere. By the investigation of mutual development of network public sphere and political practice, the notion of public sphere management is introduced. The emphasis of the fourth part is the transformation of public sphere governing in the rising process of internet public sphere. With the expectation of providing certain clues to reconstruction of governance system in the future, deep analysis on following aspects has been presented. They are reconstruction of relationship between government and society with consolidation of multi-central trends, structural change of power status with establishment of democratic administrative principles, process analysis of virtual government, internet extremism with innovation in public governing mechanism and probability forecasting of cosmopolitism governance. In the conclusion part, a brief evaluation about feasibility and degree of changing governance model through technology and prospective inclination are discussed. |
