Atpresent, the township regime of our country faces the intricate predicament,turning into the focuses of all kinds of contradictions of rural society. The conflictof interests of the rural society is characterized by directness and sharpness. If thecontradictions between peasants and grass-roots regime can not be treatedproperly, it is very easy to evolve in the antagonistic direction. This will influencestability and development of the rural society, and is not good for the constructionof the socialist harmonious society. However, theactual effect of the reformation is not apparent, and the working of the countryside is not becoming better, and the township regime is still in thedilemma that it is difficult to move or back.At present, the township regime of our country faces the intricatepredicament. So, it is essential to comb down existing problems of townshipregime theoretically and analyze its cause of rising for the construction oftownship regime. How to straighten out the relation of the county and township,how to reconstruct the finance of township, how to construct a kinds ofharmonious relations among the organizations of township, how to make theconstruction of township regime on the base of peasants' willing, which are thehot topics at present. In view of the fact that the construction of township regimehas not been successful since modern times, it is necessary for us to beself-criticism and look over the problem of township by more useful manners.Regarding the current problem, I think it is not fit for the present condition that"government move and people back" or "government back and people move". Itis the best way for us to rule by people and government, which can promote thedevelopment of the countryside and help township regime get away form thedilemma. In this article, I think it is the core for the construction of townshipregime to innovate the system of election, especially the election of the leader ofthe township. So, we may establish a new political system that can not onlypretend the democratic politics tights of people but also standardize theauthorities of township regime by the reformation of election system of township,the standardization of the relation among the party committee and thegovernment and the congress of countryside.
