As one execution way opposites to the jail correction, the communitycorrection just represents the evaluative tideway and trend of execution system.At the time being, the community correction develop like a raging fire in westcountries, and takes remarkably effect. Now on, the amount under thecommunity correction have exceeded the jail correction in some mainly westcountries such as American, Canada, Australia and so on.Our active community correction plays an important part in the judicatorypractice. However, as a whole, the develop level of our community correctionstill have great gap compared with the west developed country, and also havemany bugs and insufficiency. Our country also has some handle-well communitycorrection systems such as the probation, the parole and so on, however, thosesystems are not frequently applied and the execution system not wholesome andthe execution effect not perfect. Detainment is the special and originalcommunity correction in our country. However, because of the system per se andaccessorial measure and so on, the detainment is applied seldom. So under thehistory background of constituting harmonious society, we in-depth take the pilotwork of community correction, and reform and perfect our active communitycorrection and introduce the foreign advanced system and idea. Through theabove-mentioned methods, there is an important sense for constituting our wholeexecution system and for fulfilling the harmonious criminal policy to protect thehuman right of criminals.This paper, based on the above- analysis aims, makes an relative andsystemic analysis of the content and history evolution of community correction,the academic basis of community correction, the practice of our communitycorrection, and the designation for reforming and perfecting our communitycorrection and so on.Except for the preface and conclusion, the paper is divided into fourchapters: Chapter 1: The summarization of community correction. In this chapter, thewriter mainly introduces something about the common meanings of communitycorrection, the basic characteristic of community correction and the historyevolution of comrnunity correction.ChapterⅡ: The academic basis of community correction. The thought ofexecution socialization of latter-day school and the newly social protectionschool after warⅡare the idealistic origin and academic basis for the production,the development and the perfection of community correction.ChapterⅢ: The practice of our community correction. In this chapter, thewriter makes a simple introduction and analysis of the history of our communitycorrection, the actuality of community correction and the pilot instance of ourcommunity correction.ChapterⅣ: The design of reforming and perfecting our communitycorrection system. In this chapter, firstly the writer brings forward somesuggestions to reform and perfect community correction system such as ouractive probation, the parole, the detainment and the execution out of jail and soon. That is to say, we should amend the active criminal law to extend the exerciseof non-jail and to enhance the applied ratio of probation, parole and so on. Thenthe writer also pays more attention to the necessity and some primary designs ofintroducing the community service of west countries. In the end of this paper, thewriter also brings forward its own thoughts to constitute our uniform executioninstitution of community correction having uniform execution fight and toquicken the troop construction of community correction.
