Chemicals is one kind of peculiar commodity, its existence and the state of being put into use having improved human being's living. At the same time, Chemicals is so dangerous in inherent that it has also brought about the immense threat to us. The chemicals' pollution management is a hot topic in the international community. As far as the management of chemicals, more and more people realize that it's hard to solve questions if we only depend on original technology. Regarding chemicals' control, more and more people have realized that we should work hard not only with the current technical methods, but also be form various aspects including economy, polices, laws and so on in order to treat and solve these problems. The chemicals' pollution management is an important content in our country environmental protection work. China also drew up a few laws and regulations related to the chemicals' pollution management. Up to now, China still hasn't a comprehensive law management of chemicals. Compare with the developed countries, China has the very big disparity in chemical pollution management. Presently, there are many chemicals contamination accidents, and it is hard to clear up ill effects. The author hoped through composing this article, we can provide the feasible proposal in the legislation of the chemical pollution management. The content of thesis includes preface, four chapters and conclusion, about 6 ten thousand words. The preface will mainly give the motive, significance, scope and methods of this thesis.Chapter One—The Introduction of The Chemicals and Chemical Pollution, in which the author firstly defined the studied objection with the comparative method, then analyzed the hazardous nature and reasons of chemical pollution, and forwarded the research based on the above.Chapter Two—The Research of Our Country Chemical Pollution Management Law System,in which the author took it into three parts where expounded the rationale, the historical evolution, the present system and the necessity and feasibility of the legislation of the chemical pollution management.Chapter Three—The Comparison of Law System of The Chemical Pollution management, in which the author took it into three parts where expounded the comparison of international legislation and certain typical national legislations, and from it we have some enlightenment on the law system of the chemical pollution management.Chapter Four—The Suggestions of Perfecting the Legislation of Chemical Pollution Management in China, in which the author carried on the overall conception to chemical pollution management law system on cyclic economy theory. The author also analyzed the main principle and the main legal system, and emphasized the core to the chemical pollution management—the management responsibility of the enterprises, the government and the social public, it is was that the author want to make every effort to be able to have the breakthrough.Concluding, in which the author summed up the thesis, noted the importance of the comprehensive law of the chemical pollution management, and out-looked the process of law–rude to the chemical pollution management.
