Less Developed Areas Of The Plight Of The Villagers' Autonomy And Countermeasures. Tax Reform

Taxation fee reformation is becoming a new reform in China countryside afterthe agrarian reformation,cooperative transformation of agriculture and householdcontract responsibility system with remuneration linked to output. Taxation feereformation lightens the burden of countrymen, and promotes the development ofvillagers' autonomy, at the same time it also weakens the economy basement ofvillagers' autonomy, changes the relationship of right and obligation between countyand village and affects the villagers' autonomy. For the different level of economydevelopment of different area, the effects of the taxation fee reformation are different.The taxation fee reformation and the cancel of country income nearly cut thepocketbook of the country of undeveloped area, so the villagers' autonomy in sucharea gets in corner. So it is useful to explore the difficulties of the undeveloped areaafter the taxation fee reformation and put forward countermeasure.This paper follows the theory of dialectical materialism and historicalmaterialism, from the angle of politics, based on field survey of Leiyang city ofHunan province, analyzes the difficulties and countermeasure of the undeveloped areaafter the taxation fee reformation. This paper has four parts: The first part is the theoryconstruction, analyzes the condition of villagers' autonomy of undeveloped area, andprovides the theory structure. The second part is the field survey, analyzes thedifficulties of the undeveloped area after the taxation reformation according to thesurvey. The third part is the reasons analysis, analyzes the reason of the difficulties.The forth part is the countermeasure.The innovation of this paper is analyzing the difficulties from the angle of theundeveloped area. Especially based on the case survey, this paper put forward thecountermeasure to the villager' autonomy difficulties of the undeveloped area afterthe taxation fee reformation. The theoretical significance is offering the reference forthe construction of socialism new country and the harmonious society.
