The rule of law in rural areas is an extremely important part of the rule of law in the country.We investigate the implementation of the Villagers' Autonomy Law to analyze the problems existing in the rule of law in rural areas and the progress that has been made.The object of this study is the implementation of the Villagers' Autonomy Law in a typical middle-aged poor village under the jurisdiction of City H.Field surveys were used.The field surveys were conducted in the form of questionnaires and field interviews.The questionnaire is mainly set up around six dimensions,namely the basic situation of villagers,villager elections,villagers' meetings,village affairs and village financial disclosure,village regulations,supervision and evaluation.The interview also focused on five aspects: village order,village economy,village elections,village rule of law,and village supervision.According to the analysis of the results of the questionnaires and interviews,it can be seen that the current situation of villager autonomy in city h is manifested by the gradual improvement of rural order,the gradual diversification of rural industries,and the gradual increase of villagers' awareness of the rule of law.Through the analysis of the questionnaire results and interview results,we learned that there are three major problems in the implementation of the Villager Autonomy Law in H City.One is that the implementation effect of the Villager Autonomy Law has not met expectations;the other is that the legal procedures are not detailed enough.It has also become a hindrance to villagers' elections and the openness of substantive and effective village affairs,and the village rules and regulations have not played their role in complementing the rule of law in the formulation of grassroots laws.The other is the lack of punishment for corruption in village affairs,which also reflects that it is difficult for villagers' self-government litigation to correspond to the appropriate litigation framework.The jurisprudential factors affecting these issues are mainly three aspects.One is the large loss of rural population caused by long-term imbalances in urban and rural development,the second is the lack of proper legal procedures in rural areas,and the third is the improper positioning of villager autonomy in relevant laws.Finally,the solution to the problem is also explained from three perspectives.One is to improve the villagers' awareness of autonomous participation and improve from the bottom up.The second is to improve the assumptions of procedural defects.The third is to conceive the mechanism of improving grassroots rule of law.Top-down improvement.
