Koizumi's Cabinet On North Korean Policy To Adjust Their Motivation Analysis

This thesis talks about Japan's political attempt to endeavor to become the world's political and military powerful country by analyzing the system of Koizumi Cabinet's adjustment to the policies to the North Korea. In this article, Japan's policies to the North Korea are expounded in three aspects. Firstly, the historical basis of forming the relationship between Japan and the North Korea is indicated by looking back Japan's policies to the North Korea since modern times. Secondly, the historical background, process and main features of Koizumi Cabinet's adjustment to the policies to the North Korea are analyzed and summarized. Thirdly, the causes of Koizumi Cabinet's adjustment to the policies to the North Korea are studied thoroughly.During the Japanese invasion and expansion in modern times, Japan had the cruel colonization history of 36 years to the North Korea, which became one of the important factors influencing the relationship between Japan and the North Korea. In the cold war, the Japanese dominating group took the hostile and restraining policies to the North Korea and carried out the"policy and economy separation"principle so that they were in serious confronting positions in politics. Though the relationship between Japan and the North Korea has ever been improved, the Japan's hostility to the North Korea has settled to be a kind of culture, influencing and even leading Japan's later policies to the North Korea.During the post cold war, the internal and external environments of Japan changed. Japan sought to realize the conversion from an economical powerful country to a political and military powerful one. So Koizumi Cabinet took this as the basic aim to adjust their political diplomacy policies, from bilateral diplomacy to bilateral, multilateral and global diplomacy. That is, Japan will continue to depend on the American power to further enhance its own military power in order to go on making its way forward to a powerful political country. Meanwhile, since the North Korea has a special strategic position in the northeast Asian relationship and a special geographical political environment, Japan tried to improve the relationship with the North Korea and attempted to play a role of being a powerful political country in solving the North Korea peninsula problem. Here are some basic characteristics in Japan's policy adjustment to the North Korea. Japan holds the political concepts go fro hostility to rival. That is, Japan's polities to the North Korea starts from the oppositions between"camps"to rivals between relative powerful countries; Policy directions go from"following"to"breakthrough", that is, towards the problems about the North Korea, Japan keeps the diplomacy from following the USA to breakthrough; The policy contents are from single to multiple. That means, the exchanges between Japan and the North Korea are economy mainly till all sides as in politics, economy and culture, etc. The basic purpose of Japan's policy adjustment to the North Korea is its benefits can be maximized in the international changeable environment. However, the main series of problems such as"kidnapping problem"and"the North Korea Nuclear Problem"have become the barrier in improving the relationship between Japan and the North Korea.The basic motive of Koizumi Cabinet's adjustment to the policies to the North Korea is to serve their national benefit becoming a powerful political and military country. It includes: in political aspect, it caters for becoming a"powerful political country"; in economical aspect, Japan needs the North Korea's resources, labor and markets in order to form and dominate a northeast Asian economical circle in this area ultimately; in the cultural aspect, the factualism in the Japanese culture, that is, no principle and practicality, has become the important cultural factor in the relationship between Japan and the North Korea; yet all kinds of the unstable factors on the North Korean peninsula and the safety of its native land are the reasons for Japan to adjust its policies to the North Korea.The further improvement of the relationship between Japan and the North Korea, to an extend, are influenced and restricted by the climate change of the two countries and the progressive condition of the relationship between the USA and the North Korea. So the normalization of the coming relationship between Japan and the North Korea still has some uncertain factors. And it will be a long and tortuous way to get this normalization.
