To meet the requirements of globalization, informatization, democratization andmarketization, United States has carried out government performance movement, whichhas not only directed the U.S government reform in the right direction, but also had itspolitical reform achieved maximum results with little effort. An all-round research on U.Sgovernment performance movement, a clear exhibition of its background, history andinfluence on U.S society, and comparation between China and U.S on this subject willsupply with the political reform and government management in our country rewardinglessons and indications. This paper starts with relative concepts on governmentperformance management, then it details on background and history of the development ofU.S government performance management. After that, it discusses the features,achievements and losses of U.S government performance management. Then it comes tothe current situation of development of Chinese government performance management andthe opportunities and challenges it faces. It results in the enlightenment on China given byU.S government performance management movement. The paper mainly includes thefollowing four sections: (1) an analysis of the meaning of government performancemanagement and its principle orientation; (2) a look back to the development history of USgovernment performance management, and its background, features, achievements andlosses; (3) a brief overview of development of China government performancemanagement, and the opportunities and challenges it faces along the way; (4) based on theanalysis of US government performance management, some recommendations are madefor the development of government performance management in China, in the hope that itwould be helpful in development of government performance management in China.
