The Role Of Civil Society In The Process Of Public Policy Analysis

Accompanied with the worldwide flourishing association revolution and the process of reforming and opening since 1980s', the civil society came into beingwidespread. Currently, the civil society is in the process of growing up——the socialfield is beginning to divide, relative independent social field,relative independent individual and social strength,relative independent association and non—administrative economical organizations of seeking profits, etc, are emerging。With the constant perfection of democratic politics as well as the scientization and democratization of public policy, the civil society increasingly extensively takes part in the process of public policy。The civil society participating in the process of public policy means that the civil society conveys the public's interests and requirements to the government or raises various policy suggesstions by all channels and assists the government to improve the public policy to guarantee the public value of public policy and fulfill the interests conformity of nation,collective and individual。The civil society participation can help to set up the extensive and rational political participating mechanism and guarantee the abundance of policy information as well as the legitimacy of public policy。In modern democratic society, the civil society owns a dual identity of public policy subject and object, however, the former doesn't attract enough attention。Starting with the process of the civil society growing up and the necessity of the civil society participation, this article makes a systematic exposition on the background,process and function of the civil society participation and approaches in details the dilemma of the civil society participation, meanwhile, introduces the corresponding countermeasures to normalize the participation actions and safeguard the participation rights。It is only a start that the theory of civil society is introduced into the study field of public policy。This article adopts the civil society theory to study the problem of public policy in the hope of making a completely new theoretical explanation on the public participation。...
