Study On The Cooperative Model Of The Local Government Cooperation In The Development Of Bohai Economic Area

Economic circle, as a leading regional economic development pattern and regional economic competition, has become a salient feature of China’s economy, with the China’s reform and opening up continuing to broaden, and the rapid development of urban industrialization and market economy. Domestic researches on regional economy have also got rich results. However, the limit of economic cooperation between local governments is still very serious due to administrative divisions, it has affected the regional economic development and mutual benefit and win-win.This thesis would analyze Bohai Economic Rim cooperation on the basis of local government from multiple perspectives and investigate the effect of the relationship among the local governments on regional economic development. Through the establishment of models of cooperation among local governments of the Bohai Economic Rim and the development of the regional economy, this thesis will provide some countermeasures.This thesis clear up the domestic and foreign research about the cooperation of local governments on the basis of regional economic theory, the theory of local government administrative areas, and so on. In order to study the government cooperation from multi-level, the main research of the thesis is qualitative analysis.Firstly, from objective basis, the power and institutional environment, this thesis analyzes the base of local governments’ cooperation in Bohai Economic Rim;Secondly, this thesis analyzes idea lag, system lack, unscientific division and support system falling behind of the local governments in Bohai Economic Rim. This thesis concretely analyzes the cooperation before and after the financial crisis of Bohai Economic Rim;Thirdly, this thesis is proposed to build and improve inter-regional cooperation in local government in Bohai Economic Rim from the macroscopic and microscopic.Finally, according to the analysis of inter-regional cooperation in the Yangtze River Delta and Pearl River Delta practice in local government system innovation, this thesis sums up the Yangtze River Delta, Pearl River Delta regional cooperation of local governments across the region practice of useful experience, and with local governments across the Bohai Sea region relative ratio of regional cooperation,concludes the useful references about cooperation among governments on Bohai Economic Rim.
