With the coming of globalization and digitalization, fundamental changes will take place in social structure and individual choosing different social work, thus, individual's personality will be made widely known. In society, informal comibination between people which occurs unexpectedly without any binding force will be increasing gradually. The combinations are usually called unofficial organizations in the world, and in our country, they also exist objectively to some extent. Official organizations are always accompanied by unofficial organizations which play a role of dual character in offical organizations. They can not only help official organizations to satify their members' needs, steengthen management, promote their work, but also mobilize the masses to resist the goal of the official organization, damage their unity, finally lead to some reform. So, when we are developing the economy in society, it is of great significance to study the functions of the unofficial organizations in administrative departments. The study can help the adminstrators to strengthen organizational building and to bring the team work into full play.The thesis analyses and inquires throughly into how unafficial organizations in administrative departments should be guided and managed in five aspects.In Part I , the conception of unofficial organizations in administrative departments is put forward and then the objectiveness of the existance of unofficial organizations is analysed. Finally, the relation between official organizations and unofficial organizations, and the features of the unofficial organizations in administrative departments are related.In Part II, the author studies how to judge them and how to differentiate the eight types of unofficial organizations ,e.g. the type of the comibation of the same blood; the type of the combination of the people coming from the same aera etc.In Part III, it is dissected why unofficial organizations in administrative depantments have come into being in five aspects, e.g. culture, the relation between different people, people's needs, etc.In Part IV, the functions of different types of unofficial organizations are analysed, and the positive influence and negative influence which the unofficial organizations have upon administrative departments are put forward. In Part V, on the basis of the analysis and research in the above parts, the author believes that the administrators should treat the unofficial organizations correctly and carefully. Seven valuable tactics are given, which will help the adminstrators in administrative departments to deal with them well, and these tactics will certainly help these administrators to improve their ability to carry out the important policies of our country.
