Based on the new public management theory, starting from the perspective of human resources to government departments, using comparative analysis method and inductive method, mainly for compensation, appraisal, promotion, training and other modules in the implementation of government departments and enterprises of the two different tissues, by government departments in compensation, assessment, incentives promotion, training and other modules in the practical work application, is analyzed from the incentives, incentives and incentive measures, to find the same point operation of government departments and enterprises incentive mechanism and different point, analysis on the problems in operation of the module in the government department, found the advantages of incentive mechanism in the enterprise operation of, from enterprises will be the incentive measures for reference to government departments, so as to strengthen the government incentive effect, improve work efficiency, to find out the suitable in the government department of incentive measures, deepen the understanding of the government human resources management system.
