As an effective tool to evaluate and measure the work behavior and performance of organizations and individuals,performance appraisal has aroused wide attention of western governments since 1960s,and has been widely used in the administrative reforms in order to improve the administrative efficiency.In recent years,with the reform of China's administrative system,the administrative capabilities of governments continued to improve,some local governments tried to introduce performance appraisal to public administration.Their attempt led to some effective results.However,because of lacking experiences and system defect,China's local governments encountered a lot of problems when they carried out the performance appraisal.If we can analyze the problems and its reasons to propose countermeasures,we will find a way for China's government performance appraisal to adapt to the needs of the times and changing environment,overcoming their own system defect,and get a healthy development.This paper is based on the relevant theories of performance appraisal.It analyzes the conceptions,principles,methods and practical exploration of Nanjing's government departments performance appraisal,points out that there are still some problems existing in Nanjing's government departments performance appraisal,such as the deviation of value orientation,unreasonable indicators system,imperfect appraisal methods,insufficient participation of the public,absence of an effective use of performance results,etc.Considering the characteristics of our administrative system and the current situation of China's economy,society,democracy and legal system,this paper makes reference to the theories and experiences of both home and abroad government departments performance appraisal,and proposes 4 guidelines to solve the above problems,including dealing the relationships between internal and external,between quantitative analysis and qualitative analysis,between efficiency and fairness,among different appraisal subjectsAt the same time,this paper suggests some ways to perfect Nanjing's government departments performance appraisal in five aspects,such as improving the appraisal indicator system,establishing the diversified assessment subject,improving the process control system,innovating the application of performance appraisal results,perfecting the legal system of performance appraisal.
