This dissertation, first of all, makes a systematic analyze and research on characteristic of historical development of Russian-Japanese relations after the second world war. It also indicate the rule of formation and develop of characteristic of historical development of Russian-Japanese relations, so that it will provide a solid basis of the trend of Russian-Japanese relations. The second, emphatically discusses several important issues in the Russian-Japanese relations: Northern Territories dispute, economical exploit and cooperation between Russia and Japan in the far east and Siberia, fishable issue and cultural relationship. Settlement of these issues will be relative with a qualitative leap for the Russian-Japanese relations.In modem history Russian-Japanese relations fully reflect contention between them in the north-east Asia. After the second World War the Russian-Japanese relations indicated the features of the Cold War, in which ideology often served as a demarcation line. Since the Cold War Russian-Jpanese relations show the strategic thinking that both countries want to realize the goal of becoming great powers of the world by readjusting their respective foreign policies. In contrast to other great powers since the Cold War Russia and Japan experience important transformation, at the same time they are seeking identification again.In term of geopolitics, state and character of Russian-Japanese relations in the 21-rst century are directly relative with political, economical and security interests of China. A good or bad Russian-Japanese relations will reflect the interests of China. It is discussed how to safeguard Chinese interests effectively and seek the most widespread interests in Russian-Japanese relations.In the past Russo-Japanese relations have been all too often narrowly treated only in the context of bilateral negotiations. In fact, they must be examined in the broader framework of international relations since both nations have responded to the changes in international circumstances and have attempted to readjust their strategy within this broader framework. This dissertation is the first to present a comprehensive analysis of Russo-Japanese relations that examines not merely the process of bilateral negotiations, but also the evolution of these relations during a crucial decade in Russian and Japanese domestic and international linkages. In addition, this dissertation pays close attention to the role that public opinion has played in shaping each nation's policy toward the other.Current there is not concrete basic for Russian-Japanese relations yet, even though passion of development bilateral relation has gone in the beginning of independence of Russia. The reasons of leading to stagnation are two kinds of views that don't accord with the actual situation in Russia and Japan. One is essential difference about understanding content of peace treaty between Russia and Japan; two is Russian wrong view about economical cooperation with Japan. If this situation is continued, it will lead to positive trend to worse. Both countrys must formulate concrete principle so as to follow it. In order to make libateral relation stable, expandand deepen, both country must make great efforts to avoid shaping of unfavourable factors in the changing international environment.
