The Development Of New In Latin America After The Cold War

Latin America is the only developing region in western hemisphere, but it is a region with abundant resources and ability of potential development. China attaches great importance to develop the relationship with Latin America after the Cold War and takes this relationship as a crucial part of the whole Chinese foreign relations. As one of the five members of the Permanent Security Council in UN, China is the back- stone force that actively upholds the world peace. Notably, China is paying more and more attention to build its image and status of responsible power in the world wide, as the refound development of the world multi-polar trend that especially quickens its pace after the Cold War. Meanwhile, countries in Latin America have focused more on the development issues in developing countries and tried every effort in making it play a more important role in the international society and be an important force which is responsible for maintaining world peace and promoting mutual development. After the Cold War, concerning about this new situation, China adjusted its global strategy vigorously based on its reality of politics, economy, culture and technology, which is to construct a harmonious world. This political advocate stresses on the road of peaceful development, developing good relations with all countries, especially with the countries in the third world in order to strengthen the power of world peace promotion and achieves common development. This paper analyses the advantages and disadvantages as well as the basic trend and developing features from the angle of Sino-Latin America relations after the Cold War.There are four parts in this thesis:Part one:The first section mainly introduces natural and geographic conditions in Latin America, as well as the historical developments of the Sino-Latin America relations in the Cold War Period. This section pointed out the experience of Sino-Latin America relations from exploratory connection to two climax of establishing foreign relations. It summaries the characters and the historical reasons for the China-Latin America relations before the Cold War ended. Thus providing fundamental historical review for the analsis of further development of Sino-Latin America relations in post Cold War Period,illustrates the inevitability of the development of Sino-Latin America relations.The second part: After the Cold War, both China and the Latin America countries have gained a rapid development in politics, economy and culture. Consequently, both of them showed good wishes for developing communications of all aspects. Of course, globalization provides a good opportunity for both of them. Two sides found new benign conditions out of their own interests, which promoted their relations get on a new step. In this section, it points out that all the benign factors for developing their relations from three aspects:●China's own national interests●Latin America's developing demand●International environment caused by the development of international politics and economyOn the basis of the analyses above, it is easily to understand the reason why their relations achieved vigorous development.The third part: Although Sino-Latin America relations gained rapid development after the Cold War.We also need to pay attention to the restriction behind these benign factors which would affect consttraint the smooth development of the relations despite seeing the benign factors. This section mainly focuses on the unfavorable factors existing in their relations. Problems such as the differences on geography and culture, the friction of economy and trade as well as Taiwan issue can seriously affect their relations. Meanwhile, the change of international political structure, regional integration and the influence from the U.S. could also affect their relations. So despite the smooth development of their relations, we need to notice a series of disadvantageous factors which constraint Sino-Latin America relations and keep carlm.The forth part: As the conclusion of this working paper, this part comprehensively analyses that the basic trend and characters of the new development of the Sino-Latin America relations after the Cold War. Furthermore, it concludes that the relations of two-side moving on the right track steadily and relatively more mature contact mechanism is being formed.This part also analyses relative issues and gets relevant conclusions in order toprovide advices for thehealthy development of Sino-Latin America relations.
