Information resource, like physical and energy resources, is a scarce resource. Information resource does not possess a constant total utility. People could attain maximum utility through information sharing. Yet, information is strictly time sensitive and its value diminish gradually with time. Information lacking originality and timing has little or no economic value. The concrete-use-value of the information resource is highly dependent on allocative efficiency. Therefore, one should consider the best utilization of information resources to satisfy people's need. Although information is renewable, it is still scarce compared to people's need, therefore there is still a problem on how to optimize the collocation. One thing worth thinking and explorating is how the government, as the owner of the information resources, improves the efficiency of the collocation of the information resources, thus optimizing the information resources to support the development of the economic society.The main focus of this thesis is as follows: First, how the government can get rid of the traditional collocation style of information resources which are mainly dependent on administration, and establish a system that combines the government with the market. This mainly involves the research on the necessities of the collocation of information resources. Second, there are some reviews that indicate that there are problems existing in the collocation of information resources by the government, and how to explore the reason for these problems. Third, explore the steps on how to solve the problems of collocation of information resources by the government, and therefore improve the government functions.
