Content: The secondary resettlement is another way of poverty-alleviation of resettlement thatis mainly for those reservoir resettlement and those influence population whose survivingconditions to be abominable, lacking, seriously essential natural ecological resources of life andproduction. The smooth implementation of the secondary resettlement will not only serve thepurpose of poverty-alleviation and environment protection, but also provide valuable experiencesand practices for the project of resettlement poverty-alleviation being currently implemented,solution of leftover problem of reservoir of our country, and also for world-wide process ofpoverty-alleviation, and what is more, enriches the theory of poverty-alleviation.This dissertation takes Ganzhou County the secondary resettles project as the main researchobject. After studying the remaining problems and their forming factors of the resettlement, and onthe principle of solving these problems, it makes analysis on such problems as causes of theresettlement poverty, ways of poverty-alleviation, etc. After grasping the resettlement attitude tothe second resettlement of ShangYou river reservoir area, the author probes some models of thesecond emigration of ShangYou river reservoir area, including the voluntary model, the model ofgovernment guiding and the masses participation, ladder-like model, the model of the companyresponsible the mutual action of the masses. It points out the significances of ecological forestationof both the ensconcing areas and the moving-out areas, and the corresponding suggestions. At thesame time through analyzing the environment capacity of ensconcing areas, the prevention ofpoverty due to resettlement, and the exploration of the human resources of resettlement, and putforward some counter-measures to promote the sustainable development of the secondaryresettlement.Fully adopting the research results of domestic resettlement, the dissertation supplies theory andpractical base through a large number of examples to the secondary resettlement in Doushui Lakereservoir area, which provides foundamental and guided suggestion to the resettlementpoverty-alleviation of the local government.
