This thesis Based on the empirical research of present situation of Fengtan reservoir migration, Compared with the developmental migration proposed since 1980s, found that the old reservoir migration's life and production problems appear particularly outstanding. Poor vulnerable ecological environment and natural resources intensify the vicious circle between the old reservoir resettlement of immigration poverty and ecological environment。Since the migration work ended many years ago,old reservoir area are still have some issues need to solve, such as migration difficult to develop production, migration management weakly, migration quality lower, migration living in poverty, and so on. These issues affect reservoir area's society and economy development.To solution the issue of old reservoir area's migrations, it seems from the key of solving issue is insisting the Principia which from the perspective of the sustainable development, the government work out relevant policies which can develop old reservoir area's society, economy and zoology, construct ecological economic system, give full play to the old reservoir potential resources.The specific methods have Production exploiture, policy guidance, training, Education and long-term support, etc. After that, migration will develop Production and out of poverty step by step. As a result, migrations can common develop with the society by insisting the sustainable development.
