Kunming Public Security Information Performance Fuzzy Evaluation Studies

To cope with the growing crimes by floating criminals, an important measure is to strengthen police capability by upgrading its informatization. This paper, taking Kunming's police informatization result evaluation as its object of study and starting with the systematic structure of police informatization, discusses and studies the ways of evaluating the results of such informatization.This paper consists of five parts. First, it briefs the condition of police informatization both at home and abroad and summarizes the theoretical basis and analytic methods of the evaluation. Then, by referring to the situation in Kunming, it expounds the connotations, contents, functions, and elements of police informatization. It also analyzes the systematic structure of police informatization, constructs evaluation indices by Analytic Hierarchy Process (AHP), and builds up an evaluation model by using the fuzzy analysis method. Finally, it carries out a demonstrative study over some subordinate police departments of Kunming. Relying on the results of the study, it analyzes the evaluation indices and model, and finds out the problems with Kunming's police informatization and the countermeasures that can be taken.This paper discovers that: (1) constructing the police informatization results evaluating indices at three levels, namely environment, application, and benefit, is systematic and the indices are of distinct trade features; (2) calculating the relative weight between the indices by AHP is scientific; (3) evaluating such complicated system as Kunming's police informatization by fuzzy analysis is feasible and applicable; (4) the demonstrative study is of certain practical significance as it shows not only problems and shortcomings with Kunming's police informatization, but also a way out for its future development.
