Status, Influence And Governance Of The Welfare Of Corruption

Anti-corruption is a huge difficulty faced by Chinese government and Communist Party of China (CPC) . The most existing research works are focused on the explicit corruption, and seldom on the implicit corruption, such as the welfare corruption.Through cases collecting, analyzing and concluding, and some relevant research literature, this article makes some analyses on the welfare corruption from definition, actuality to effects and results, and puts forward some countermeasures for solving the problem.Firstly, the paper brings forward a definition far from the popular's, that is, the monopoly enterprises misuse their public powers to seek benefits for internal workers under the name of welfare, and infract the public interests. Secondly, it induces some phenomenon of welfare corruption, such as monopoly enterprises give some resources controlled by themselves to their workers or dependents, but no fee or in a low price; monopoly enterprises make bold to increase the external welfare to their workers with the break of law; they abuse the internal benefits in spite of the business situation; and they seize the profit obtained by monopolization. This is the biggest creative point.The article has also analyzed the origin and the infections of the welfare corruption. The form of welfare corruption is closed with some historical factors, and is also the result of the lack of the administration and supervision. The welfare corruption will increase the cost of enterprises, impair their competences and technical developments; it induces the lost of property owned by the state, disturbs the marketing orders, and decreases the revenue, public department's credit and government authority. It also has much harm on the whole society, as enlarge the income gap between different industries, aggravating the living burden of the low income group; accelerating social evolvement, inducing the break the social conflict; and reducing national income and consumer interest. Finally, the paper puts forward four proposals for the problem. In the first place, the government role must be confirmed legitimacy, and reduces its interruption on the market; breaking administrative monopoly, and bringing competition mechanism. Secondly, we should plug up the leak in the supervision system. Thirdly, some relevant laws and regulations must be improved to standardizing the welfare policies. At last, we should use the media to remind the beneficiary to give up their wrong "welfare" ideas, and to mobilize the whole society against the welfare corruption. This is also a brilliant point of the author.
