"Quality and safety supervision and management methods of food production and processing enterprises ", followed by the promulgation and implementation of matching administrative regulations and technical documents, marking preliminary establishment of Chinese legal system of food quality and safety.In accordance with the combination of prior assurance of food safety and supervision after production, the integration of government regulation and corporate self-discipline, and combination of principle of supporting the future enterprises and market regulation, Food quality and safety market access is a fundamental solution to Chinese food quality and safety issue which strengthens supervision from source of food production; its implementation is an important step of market regulation and matching with international practices after being the member of WTO; and it is also consistent of the Food GMP certification well initiated and implemented by the United States, the EU, Japan, and other countries and regions.
