In the late of 1990's, the poisoning accidents happened frequently caused by Chinese food quality and safety issue, seriously affecting our people's safety and health. For food quality and safety problems caused mainly by food production process, the Chinese government clearly denotes that the quality of food safety supervision should start from the source.It is difficult to guarantee the quality and safety of food because of the small size of Chinese enterprises of food production and processing, simple processing equipment, limited environmental conditions, unadvanced technique, and unclearly consciousness of quality. In 2001, the State Administration of Quality Supervision, Inspection and Quarantine lucubrated the widespread problems of food production and processing of Chinese enterprises; it also tried to learn experiences on strict supervision of food safety from the United States, Japan, Germany, Britain and other developed countries; according to food safety strategy which food safety control should start from the source, it developed Chinese first administrative regulation for standardized market access of food production enterprises. "Quality and safety supervision and management methods of food production and processing enterprises ", followed by the promulgation and implementation of matching administrative regulations and technical documents, marking preliminary establishment of Chinese legal system of food quality and safety.In accordance with the combination of prior assurance of food safety and supervision after production, the integration of government regulation and corporate self-discipline, and combination of principle of supporting the future enterprises and market regulation, Food quality and safety market access is a fundamental solution to Chinese food quality and safety issue which strengthens supervision from source of food production; its implementation is an important step of market regulation and matching with international practices after being the member of WTO; and it is also consistent of the Food GMP certification well initiated and implemented by the United States, the EU, Japan, and other countries and regions. Coming from Chinese actual situation, food quality and safety market access system is a supervision system which matches with the socialist market economy, operates effectively, and consists with the international practice.Since the implementation of the food quality and safety market access system, Chinese overall level of food quality and safety has been improving steadily; the situation of food quality and safety continues to improve; and food production and management order is significantly improved. However, Chinese food safety situation is still grim. The accidents of inferior food happened and damaged people health. Especially incidents of harmful foods to cause vicious damage occured from time to time. This indicates that food quality and safety market access system did not exert enough of its due role; it needs to be further researched and studied. The certain deep-seated problems involving food safety still have not been fundamentally solved. From field of food quality and safety market access systems, this paper lucubrates and explores further improvement of food quality and safety market access system for the promotion and guarantee food quality and safety, and ensuring the people's lives and health safety.
