Since The Founding Of The Taiwan Policy Research

The paper analyzes CPC's policy on Taiwan made since the founding of PRC. The CPC has been putting persistent efforts into solving Taiwan issue since the founding of PRC. The separation between China's mainland and Taiwan has existed for more than half a century, which is not in the interest of Taiwan compatriots. During the period, the CPC has made different policies on Taiwan according to domestic and international situations. The policies are as follows: liberating Taiwan by military means; liberating Taiwan by peaceful means; and "One Guideline, Four Stances"; "The Nine Proposals by Ye Jianying"; "The Six Proposals by Deng Xaioping"; Peaceful Reunification, One Country Two Systems"; The Eight Proposals by Jiang Zemn; "The Eight Proposals by Qian Qishen"; "The Four Proposals by Hu Jintao".The change of cross-strait relationship is an interactive process, during which both domestic and international factors will play a role in solving Taiwan issue. And the key factor is the changes of situation inside Taiwan island. The DPP won the election in 2000 and became a ruling party. It has been advocating "Taiwan Independence" secessionism which has changed the situation in Taiwan. And at the same time there are changes of international situation. So the CPC has made and adjusted its policy on Taiwan accordingly.In view of the changes of situation in Taiwan and in international community, the CPC has been adhering to the principle of "Peaceful Reunification, One Country Two Systems", and has made the following adjustments: Putting the idea of "hoping to solve Taiwan issue with the help from Taiwan compatriots" in a top position; The task of maintaining "One China Principle" is more important; Promoting cross-strait peaceful talk and opening up new channels of communication between cross-strait leading parties; Reinforcing cross-strait links and promoting cross-strait exchanges and contacts; Maintaining national sovereignty and territorial integrity and fighting against "Taiwan Independence" secessionism; Fighting against "Taiwan Independence" secessionism by legal means and making << Anti-secession Law?; Gaining support from overseas Chinese to fight against "Taiwan Independence" secessionism; Gaining support from international community by diplomatic means; Adhering to the "Attack by Words and Conquer by Military" strategy and making military preparation to solve Taiwan issue. By carrying out these policies the cross-strait relationship has been improved and great progress has been made. According to the practice of the policies, the CPC has been persistently adhering to its basic principles, and meanwhile some new policies were made according to actual situations. So the CPC has been taking many practical and flexible measures to promote the development of cross-strait relationship.With the changes in situation, new policies and measures will be taken to promote cross-strait relationship. It is predicted that in the future the CPC will continue Adhering to its basic principles in solving Taiwan issue, and will actively promote peaceful talks, cultural exchanges and contacts. The CPC will also put more efforts into gaining support from Taiwan compatriots and hope to lay a solid foundation for peaceful reunification. We believe that the reunification is certain to be fulfilled with the support of all Chinese people.
