Local Government Performance Evaluation System Based On Knowledge Management Research

Governmental performance evaluation management has been the focus of the public management since 1970s. It attracted government attentions because western countries were facing many problems at that time, such as economic stagnation, managerial crisis, financial crisis and the declining of public satisfaction towards government performance. All of these problems caused the governmental remolding revolution. In this revolution, the spirits oriented from the enterprises had become the pioneer, so "Performance evaluation" which had been widely applied in enterprises had been introduced into governmental management. "Performance evaluation" required that government should pay attention to its performance, improve serving capacity and quality, and enhance the relationships between society and government.The dissertation tries to discuss "governmental performance evaluation" in our country in terms of knowledge management. Some of the deficiencies of our governmental performance evaluation are pointed out, and the author has bought forward the local governmental performance evaluation system on the basis of knowledge management. The system includes 38 indexes which are divided into 5 parts: making policy capacity, creating regulation capacity, solving problem capacity, managing organization capacity and controlling financial capacity. In the end of the thesis, the system has been tested and several application problems have also been supplemented.Borrowing ideas from governmental performance evaluation in western countries, the dissertation has deeply analyzed the local governmental performance evaluation system fitting our country, which not only has the significant value to governmental management, but also helps the local government to establish "performance evaluation" ideas matching the Scientific Outlook on Development.
