Research On The Performance Evaluation Of Local Government From The Perspective Of Management By Objectives

Government performance can directly reflect the quality of the work of the government, and the use of scientific methods to evaluate the performance of government can be very good to show the level of government performance. After a long period of development, Government performance evaluation has developed a variety of models and assessment methods. Under the guidance of the theory of performance evaluation, local governments are constantly trying and innovating. "SanLiang" action which was carried out by Deqing County is one of those trying. "SanLiang" action means to make promises in the open, to check the status of target completion and reward or punishment. MBO, as a relatively mature theory, plays an important role in promoting scientific and reasonable setting goals and achieving goals. Many organizations, including the public sector, have used the method to rebuild their work processes.Based on the analysis of domestic and foreign local government performance evaluation theory, this paper focus on researching the process of performance evaluation of government in Deqing County named "SanLiang" action from the perspective of MBO. The study found that due to the low presence of attention degree, the limited level of Management, the lack of policy evaluation system, and the lack of supporting measures factors, and so on, some problems are also exist in the aspects of target setting and decomposition, participation degree, work plan formulation making, evaluation method, result feedback and the degree of institutionalization. Therefore, in order to further improve the effectiveness of "SanLiang" action, measures should be taken from the aspects of ideological understanding, the research of theory and practice, system construction, diversification of evaluation subjects, comprehensive evaluation method and results using.
