On The Innovation Of Administrative System In Ethnic Regions In China

The efforts in innovating in the administrative management system in ethnic group areas have never stopped and great achievements have been made in terms of both practice and theory. With the social development and progress, however, the efforts are far from enough and the exploration of innovation needs to be further pushed. We especially need to rely on the colorful administrative management practice in ethnic group areas to actively react to the problems and challenges in the administrative management practice in ethnic group areas so that the ability and standard of administrative management in ethnic group areas can be enhanced. What's more, we need to promote the administrative management system in ethnic group areas to match the new times and to meet the new requirement, thus to form a strong force to promote the economic and social development in ethnic group areas to truly realize the joint prosperity of Chinese people.This thesis consists of introduction, main body and conclusion. The main body is developed from four parts. The introduction discusses the significance of the project, summarizes the research status quo of the project and tells the research thought and methodology. The first part of the main body, Necessity of Innovating Administrative Management System in Ethnic Group Areas of China, analyzes major problems existing in the administrative management system in ethnic group areas and elucidates the significance of innovating in the administrative management system in ethnic group areas. The second part is Principles and Goals for Innovating in the Administrative Management System in Ethnic Group Areas of China. It proposes five principles that must be adhered to for innovating in the administrative management system in ethnic group areas, that is, promoting development, seeking truth from facts, learning and absorbing experience, following ruling by laws and regulations, and cooperating and coordinating. Furthermore, it puts forward three innovation goals that an administrative management system suitable for the socialist market economic system, a vigorous administrative management system in smooth running and an administrative management system ruled by laws and regulations with well defined power and responsibility must be established. The third part of the main body, Envision on Innovating in the administrative management system in ethnic group areas of China, introduces a key respect "Regional Government Cooperation" that is fit for the features of the administrative management system in ethnic group areas. It is taken as a cut-in opening in exploring the innovation of the administrative management system in ethnic group areas to put forward a fundamental envision on innovating in the administrative management system in ethnic group areas, that is, realizing a diversified composite system of administrative management in ethnic group areas. This part further discusses this conceived system in terms of main body, mechanism, mode and regulation of administrative management. The fourth part of the main body is the Way to Carry out Innovation in Administrative Management System in Ethnic Group Areas. It proposes necessary measures that should be taken in the administrative management practice in ethnic group areas for the purpose of. fulfilling the diversified composite system of administrative management in ethnic group areas.This thesis closely combines the reality of the administrative management in ethnic group areas with the current situation of its corresponding system. Through systematic combination of both and introduction of "Regional Government Cooperation" as a cut-in opening in innovating in the administrative management system in ethnic group areas, it has made a tentative discussion on innovating in the administrative management system in ethnic group areas.
