Public policy is an action project which is established through certain legal process by a nation for some purpose within a period of time. Essentially, public policy is the distribution project of public interests which is just an idealistic one before implementation. The actual implementation process has been greatly influenced the effort of each single policy. Hence, as the key of government public management, effectual implementation of public policy is the important approach of attaining policy aims which is also the significant means of government administrative instrument.Public policy is implemented in a complex social environment which has been influenced by many factors. Some of the factors are due to public policy itself, policy environment, policy resource, and policy implementation subjects. China now is undergoing the period of reforming which leads to tremendous change in policy environment, and also brings lots of difficulty to implementation of policy. Some of policy could not be implemented completely, some are unable to attain the purpose, and even some goes to the opposite path of the original one. However, if public policy could not be implemented effectively, public problems will not be settled which will lead to great loss to a country, and will cause negative affects to the authority of a government as well.In this thesis, the author begins with the analysis of abnormal phenomena of public policy implementation in China, argues the systematic factors which block policy implementation from two aspects, i.e. from decision and from implementation, and brings forward advices in details from above aspect of how to implement policy in effective ways. Hope it could be helpful for improving the public policy system in China.
