Based on the Case Study of Shanghai Community-base Organization (CBO) for the elders Show that CBO can play three roles: (1) service providers, (2) community builders, (3) social management of participants. Through more services contracts with government, government departments and CBO create mutually beneficial relationships. Spirit of sacrifice, the desire to play a helpful one, the future vision of senior living make the elders love to participate in community activities. It is the difficulty not the indicator itself influents the vitality of CBO. When the difficulty of indicators can show the needs of local residents and social development, top-down management of social organizations can enrich the activities of CBO and response to the needs of community residents. Otherwise, it will be a financial waste and reduce the effects of social management. Meanwhile, the monopoly of community-based services market not only limits the residents to seek other options may also increase the CBO and government departments pressure. This monopoly of the mechanism, top-down management and the failure to adequately respond to the needs of residents and social development indicators of the difficulty of making the residents can not quickly get multiple services, market-oriented reforms deepen in the future, unable to adapt to scattered resources, benefits differentiation and the demand for social change.
