Select what kind of people and how to select has always been an essential issue that deeply concerned by the Party. Comrade Mao Zedong profoundly pointed out that functionaries become a decisive determinant after a political course is confirmed. In this new era when people are focused on the overall construction of a moderately prosperous society and stick to a Chinese socialism path, it is necessary to further enhance and consummate the selection and appointment of Party & political leaders, put those functionaries who have superior moral quality, strong belief in Chinese socialism as well as a determined mind to build up and implement a scientific view of development on administrative positions, and hence provide a sound guarantee in organization for the realization of the Party's ideological and political courses.The article retrospect to the development course of the selection of functionaries in China, and on the basis of practical situation the article clarified the major issues existing in the selection and appointment of Party & political leaders in seven aspects i.e. principles, criterions, power, methods, procedures and liabilities, then analyzed the in-depth causations of such issues on the level of social environment and the nature of duty, and further presented a conclusion that establishing a democratized, scientized and institutionalized mechanism for the selection and appointment of functionaries is the essential method to innovate and consummate it.
