Since Chiang Ching-kuo as the chief executive office of the Administrative and Political government, he has ruled the Taiwan and Taiwan was beginning it's real political reform. Owning to the domestic and international changes and the increasing intense of the social conflicts, Chiang Ching-kuo had to carry out the political reform plan in order to keep ruling power by the KMT. So there's huge differences caused by the reformation and has great influences to the cross-strait relationship and it's development.There's four parts in this paper. The first is the instruction; The second is about the background of Chiang Ching-kuo took the political reform: changes about the economics and social class structure, the aging of regime, upcoming outside forces, The establishment of diplomatic relations Between Sino and US, the global democratic campaign, the reform and opening-up policy by the Mainland. The third part is detailed the aspects of Chiang Ching-kuo's reform, it included the preparing stage and implementation stage. The last part analysis the impact of Chiang Ching-kuo's reform, it just likes the coin has two sides—positive and negative to the KMT,Taiwan's democracy and the cross-strait relationship. To some content, this paper could be the reference when we want to understand the nowadays cross-strait relationship and it's future.
