The result of a policy's execution must be influenced by the Local authority's manner and the different governments' interaction about their strategies. After analyzing the gambles such as "Supervision"," Anti-conspires"," Hunts for deer", we draw the conclusion that it is the key to optimist institutional arrangements. So Central authority can increase the cost of local's opportunism behavior, reduce the profit of it's strategy, which is "to violate" in the gamble. Certainly, a reasonable policy and some performers with high quality are important premise.
