Currently, with the rapid development of information technology, informationalization has penetrated each realm of the world. Police work is facing unprecedented developing opportunities, and unknown contradictions and challenges. It becomes increasingly pressing and significant to strengthen the construction of the public security organs, adjust to new requirements from information society, and missions, and meet new expectations from the masses. Public security colleges are the main party in charge of the public security education and training, whose basic mission is to serve police work and the building of public security troops. "Choosing police power from educated personnel and enhancing qualification from education". The key aspect of education lies in the quality of teaching staff. Therefore, public security colleges are supposed to tackle such tasks as follows: how to improve the teaching power in public security colleges, how to take effective measures to fully exploiting and mobilizing every teacher's potentials and work enthusiasm, how to increase the efficiency of HR resource management so as to meet the requirements of social development and police work's development.This paper starts with the cause and meaning of research, introducing the conclusion of related research and the contents and study methods of this paper. Then, the paper summarizes the motivation theory according to its content, process and integration, laying theoretical foundation for putting forward the encouragement policies to the teachers in public security colleges in the third part of the paper. The third part of the thesis analyzes the characteristics of teachers in public security colleges and recent situation of the theory in order to make practical foundation for the advancement of the motivation strategy. The fourth part of the paper raises the specific strategy of the motivation mechanism to the teachers in public security colleges: firstly, to enforce the management' consciousness of human resource, and improve their awareness of the significance of motivation. Secondly, motivation should also adhere to the policies: human-oriented, combination of material encouragement and spiritual encouragement, fairness and discrepancy. Thirdly, apply information technology. Fourthly to adopt practical motivation measurements available complete with six aspects: training encouragement, professional encouragement, evaluation encouragement, salary encouragement, requirement encouragement and environmental encouragement. Finally by analyzing J college teacher motivation mechanism, the author puts forward assessments and suggestions.
