In the past fifty years, XinFang system has a very important role such as protecting rights, supervising power,expressing interests and settling disputes.But as the reform and opening policy has been carried on, the conflicts in economical and social life have been intensified with interests being adjusted, China's XinFang system is faced with unprecedented predicaments:The quantity of XinFang is large; The number of abnormal XinFang activities is increasing; The problems presented are centralized; The organization and antagonism of XinFang activities is strengthened obviously.There are different reasons which induce these problems: The channel of XinFang is not smoothy;The aim of the administrational department of XinFang is not clear;The function of the administrational department of XinFang is illogical;The orientation of the institution of XinFang is ambiguity;The supervision of XinFang work is not strong. ;The duty running mechanism of XinFang is not existing; The final mechanism of XinFang is distempered.
