As the fast developing of socialism modernization in our nation, especially after China joins in the WTO, international competition is becoming more and more fiercely, which makes civil servants must confront omni-bearing challenge. Abilities of scientific policy, macroscopic control, social service, innovation ability etc of our civil servants are all need to be improved as soon as possible. For civil servant training, training mode with more focalization, pragmatism, scientific nature and foresight are need to search after.Comparing with traditional training method, the advantage of scene training can link knowledge and practice closely, make uninteresting theories be more interesting thereby which can be studied easily in operation. In the other hand, the abilities of confidence, planning ability, communication ability, analyzing ability, oral expression ability etc can be reflected and exercised through the practical show of trainee. At present, scene training has been used in many fields to test and train staff, which used as a kind of training mode for the ability and quality training of staffs. But its research in government filed, especially for the theoretical research of civil servant scene training is still in primary stage, and withal, most of which are applied research and also are little and shallow.This thesis is based on related theories about scene training background with ADM (administrative management), the content and structure of scene training of middle or high-level civil servants are selected as research objects through literature review and case study. The purpose of the research is to make a breakthrough of training theory finally and supplies comprehensive theoretical supports for practical civil servants training through comprehending and analyzing scene training deeply and extensively.The thesis includes six parts. The first part is the introduction about the cause of the title selection,research purpose and meaning,and the survey of the related research both at home and abroad. The second part introduces the related theories about scene training,which includes human capital theory,scene training theory,job analysis theory and capability-base theory. The third part discusses the content of civil servant scene training: definition of the content of civil servant scene training is in the first place,the object matter of civil servant scene training is analyzed in the next place. The forth part is the research about the structure of civil servant scene training: the introduction to structural elements of civil servant scene training is in the first place,in the next place the structure of civil servant scene training is tentative researched. The fifth part takes vice-magistrate of agricultural field of a certain county as an example to analyze the handling of civil servants scene training. Finally, last part of the thesis is the conclusion.
