China's Petition System Reform Study

The system of letters and visits in China has played the important role in developing understanding the people's life and feeling ,the demorcaracy ,resisting bureaucratism repeling corruption and making suggestions on policies and work to peoples government .Currently our country in the developing of economic rapidly and social system transformation, social contradictions manifold and the storm of the letters and visits growing more ,at the same time, the problem of the letters and visits also growing ,and this is affect the social's harmony stabilization .One wave and one wave of the storm of the letters and visits make the letter's and visits'contents and involved and the result in has broken the designer's oringal intention of the system in letters and visits.From this point we must think of this role of communication of the politics and the supervise of politics ,Charged with the relief and civil rights disputes the petition system should adjust to how to reforms can play its due effect.From the CPC Central Committee and the State Council to the grassroots level and all sectors of society to the letters and visits for a reform of the system of great concern, the system of letters and visits'reform is also an endless stream of practice and exploration. This paper will be the first analysis the system of the letters and visits from it's history and its performance. In the past in different periods, the system of the letters and visits commitment important historical mission, the mechanism of the overall operation is effective. Second , from the main problem of the letters and visits to the current issue ,base on this to analyze the system of letters and visits faces a major challenge in the new era, thereby further analysis of the reasons for the problem. Finally, from a legislative, judicial, administrative and social forces levels to solve the problem of countermeasures that the legislative, judicial, administrative organs of the three joint to resolve the issue of the system of the letters and visits will be the system of the letters and visits reform'best path choice.The author pay attention to in the process of writing from the entire political system reform, abandoned any forwarding or abolish view which without any preconditions, pay attention to explore the potential of the letters and visits ,so to reform and improve the system of the letters and visits, so that it can better serve the new times'government'needs that according to the rule of building law and a harmonious society.
