Administrative Accountability System And Its Practical Research In China

Since the implementation of the accountability system in HongKong in July 1, 2002, the administrative accountability system in China has already experienced more than five years. During the course, the accountability system has also experiented the constant improvement and development from theory to practice. Government and academia, the multiple concerns, making this new thing in China walking every step became the focus of attention. China's administrative accountability system is the result of modernization in China's economic reform and administrative reform,different from the west accountability system which grew up in the deep soil of democracy. Although we can learn the experience of the implementation of the accountability system from Western countries, inevitably resulted in China's administrative accountability system with a very strong Chinese characteristics. And it inherently requires our study and practice must be carried out within this framework.Since SARS in 2003, the accountability system has started to be a new initiative of China's government system innovation. People have a new value of aspiration to the government's responsibility and officials' responsibility concept. However, a good mind does not necessarily mean the success of the reform. There are still many problems in China's current administrative accountability system, such as unclear responsibilities, the information asymmetry, the accountability system is not clear, and hard operation lead to the implementation difficulties, lack of awareness of accountability, the narrow scope of the accountability, the monitoring results of the accountability and the relief measures to the officials in accountability are imperfection. Based on the reasons for these problems, and further on the theories and principles of the accountability system,while learning from the experience of other countries already have experienced ,we will explore the perfect idea of administrative accountability system with Chinese characteristics from following aspects:the separation of party and government responsibility, standardization of accountability, the transition of the accountability constitute, openness in government affairs, as well as promoting the institutionalization of political culture.
