Township government, as the vast areas of rural grassroots' government, directly facing tens of thousands of farmers, the functions of grassroots' government relates to the political and economic management as well as social issues in all activities. As a national administrative system establishes in the rural grassroots administrative organization, the grassroots government is a basement of the entire national administrative system, each rural policy and task can be implemented pass by grassroots' government, it is the output terminals of national will. However, the executive ability of township government exists so many shortcomings, resulting in lack of implementation of the norms, single means of implementation, complex procedures, and a series of such problems exist. It is necessary to search the reasons of low implementation and how to enhance the implementation of the township government.Based on above things, this essay tries to bring forward the meaning of Government Executive Ability by analyzing the common concepts of Executive Ability, integrates the knowledge of administration science and social science, summarizing the behaviors and reasons of low implementations in township government, finally tries to give some countermeasures to improve the Government Executive Ability.
