Research On The Improvement Of Township Government Executive Ability

Since the term "executive ability" was first written into the government's work report in 2006,it has been widely discussed in academia.The government work report in 2017,put forward "to comprehensively strengthen the self-construction of the government,to speed up the transformation of government functions and improve administrative efficiency,to better serve the people",once again highlights the important role of government executive ability in government work under the new circumstance of accelerating economic and social structural transformation,promoting "The 13th Five-year Plan" and realizing the first Centenary Goal.As the most grass-roots administrative organization in our country,the township government has the shortest access and most contact with the masses,is the representative of the party and the state at the local level.The national policies and laws and regulations are implemented through the township government,therefore its importance is obvious.Meanwhile,the background of the era has changed.In recent years,the villages and towns are facing a new ecological with the increase of the strength of the inspection.The old way of execution and the execution method already can not adapt to the needs of the new ecological,even plays a bad role.It will affect the implementation of the central policies.This thesis aims at finding out practical measures for improving township government executive ability through deep analysis of its current status quo,existing problems and reasons,which is of great theoretical and practical significance for improving the township government executive ability and accelerating the transformation and upgrading of economic structure.Except introduction,this paper is divided into four parts:The first part,theoretical analysis of the related concepts and characteristics of executive ability.The basic concepts and basic theories related to this thesis are discussed.Then this paper analyzes the influencing factors and performances of government executive ability.The second part,analyze the current status quo of government executive ability of L town.Based on the relevant data of L town in recent years,I analyze the execution development status of L town from parts of industrial park construction,scattered corporate governance and illegal building demolition.It will provide the reality basis for the following research.The third part,find the poor performance and reasons of government executive ability of L town.There are four problems.First,the executive subjects lack cognitive power.The second is lack of communication and coordination during execution.Third,the contingency power is out of control in the process of executing.The fourth is lack of administrative accountability in the process of executing.There are four reasons cause these problems.First,the implementation of the main idea and quality level is not high.The second is lack of sound enforcement mechanisms.The third is the changes of the implementation environment.The fourth is the unbalanced distribution of interests.The fourth part,put forward solutions to promoting government executive ability of L town.First,reform the township government executive system and transform township government functions.The second is reinforcing mutual communication and realizing the unity of the higher level government,township govemment and practitioners.Third,we will optimize township government executive supervision system.The fourth is to improve the quality and ability of the executive subject.The fifth is to reinforce the cultural construction of township government executive ability.The last part,conclusion.
