By no means has Ukraine become a critical actor affecting the European security and stability after the disassembly of the Soviet Union and the end of the Cold War. With the enlargement of European Union, EU has come to realize how important Ukraine is in the European map.Based on the theory of geopolitics, this thesis tries to analyze EU' strategic goals on Ukraine and instruments fulfilling those goals with the methods of induction and deduction. Further, by case study, the article dwells upon how EU achieved his goals on Ukraine by the ways of political dialogue, economic aids, and election observations in the "Orange Revolution".Much factors contribute to EU's policy on Ukraine, ranging from the demerits of CFSP of EU to the Ukraine's political and economic situations, as well as Russian and American polices on Ukraine.From above, a conclusion could be reached: it is hard to make a prospect on EU's future policy on Ukraine, because both EU' strategic consideration on Ukraine and Ukraine domestic policy will affect the EU' future policy on Ukraine. To much extent, it is largely affected by US and Russian policy on Ukraine.
